Seventy Four Degrees

Why is it that during the blazing heat of the summer - or not even blazing heat, just a nice warm summer day - 74 degrees is perfectly comfortable and during the frigid winter mornings (and afternoons and evenings) 74 degrees is not even near sufficient to keep me out of two shirts, a sweatshirt, pants, AND socks?! Can someone please explain this science to me, because I can make up reasoning for a lot of things, but this thing... makes no sense to me.

I'd like to help but frankly I'm freezing cold at 74 degrees no matter what time of year. I'm pretty sure Billy's biggest pet peeve is my attachment to my hoodies...
